Sara R. Grewing has been Chief Judge of the Second Judicial District since July 1, 2021. She appointed Referee Jenese Larmouth to the family bench in November 2021 and converted Referee Victoria Elsmore’s pandemic-era temporary appointment to permanent in January 2023.

Why It Matters

Grewing came to the bench through the same Dayton appointment cycle that placed Judge Nicole Starr. The December 23, 2014 press release naming both officers is the paperwork that seated her in Ramsey County. Before the bench she was St. Paul City Attorney. Her judicial tenure now runs parallel to Assistant Chief Judge Kelly L. Olmstead’s — reported at the time of their co-election as “the first time two women have jointly served in these leadership positions in Ramsey County.”

Under Minn. Stat. § 484.70, subd. 1, the Chief Judge appoints referees. Every referee-appointment order this site tracks that came after July 1, 2021 came from her office.
